Dialogue on AI now sits alongside trade and semiconductor export controls as a standing subject between Washington and Beijing. The two governments, which have clashed repeatedly over advanced chips and technology restrictions, have carved out a forum in which officials can exchange views on AI safety and risk rather than trade positions through public statements alone. In that sense, the icebreaking description fits: contact at the government level on AI has been made.

Early stage, thin results

The icebreaking label also sets the ceiling for what has been achieved. The dialogue is a starting point, not a settlement: no binding commitments, shared standards or joint regulatory frameworks have come out of it. The two sides continue to differ over how AI should be governed and over the technology controls — including on semiconductors — that shadow the broader relationship. A functioning dialogue lifts no restrictions, but it creates a venue where friction can be raised before it escalates — a modest buffer for companies whose supply chains and research agendas span both markets.
